Inexpensive Makeup with Testers?

I'm looking for a lipstick and lip liner for Halloween. I know that I will never wear the colors again, so I want to get an inexpensive brand. I haven't bought drugstore brands in years because I hated when I got home the color wouldn't match or looked bad on me. Eventhough it was only $5-$10 it was still a waste. I would like an inexpensive brand that runs at Ulta that has testers. Any ideas?
