True or false, pernell whitaker had more power pfp then willie pep?

Both lacked power but I think Pernell did had more power. He throws more hooks . I have seen Pernell wobbled some really good fighters who have decent chins. Willie Pep struggled against Sandy Saddler because he could not handle his power and no matter how much punches he throws he could not hurt Saddler.
