Magic: The Gathering - Attacking and Untapping Qu?

I'm getting a little confused but: at the certain players untap step HE and only he untaps his creatures - where the stragegy is to leave creatures untapped - and then at the next players untap step HE and only he untaps his creatures. I don't know if I'm totally getting away from your topic but this was just at the top of my head
